Born and raised in the Philippines, Luz Bay moved to the U.S. as a student and earned a Ph.D. in Educational Measurement and Statistics. She has a 31-year career as a psychometrician having worked in three educational assessment companies and is actively involved in her community and the Democratic Party including serving as a Delegate to the 2024 Democratic National Convention. She is also a three-time breast cancer survivor and a marathoner.
